the Secretariat of science, technology and research supreme council's
(ATF) – ATF supreme council Secretary of
the Agriculture, Water and Natural Resources Commission declared the opening of
research information management system (SAMAT) and invited researchers to
identify Iran's research needs by visiting executive agencies and define the
projects to resolve technical and specialized research problems of the country.
"SAMAT system has been opened in
order to register research Projects of research units that their funds will be
provided by administrative agencies and this system in now ready to receive
mentioned projects," Dr. Bahram Ghare Yazi said on the sidelines of
eighty-sixth session of the Commission.
"According to article 56 of incorporation law of provisions to the law of
regulating part of the government's financial regulations, all administrative
units are required to devote 1% of their acquisition of capital assets plans to
research and spend these resources by contracting with universities and
institutions of higher education and research," he added.
Ghare Yazi who is also the chairman of Plan
and Budget Organization's research and technology affairs, encouraged inviting
researchers to identify country's research needs and defining the projects to
resolve technical and specialized research problems as a very effective way of
providing resources for research as this would help to institutionalize
customer orientation methods and guarantees the application of results and
research findings.
He also complained that Islamic
Copulatives Assembly's joint commission dose not pay sufficient attention to
researches and general policies issued by the Supreme Leader in the field of
science and technology, especially providing research contributions of GDP.
Ghare Yazi expressed hope that Islamic
Copulatives Assembly helps with stability of table 14 in 1396 budget bill.
Under table 14, government is allowed to provide resources of this table from
other budgetary rows.
"However, even with full
ratification and allocation of table 14 in 1396 Budget Act, the share of
research and technology of GDP would be about 1.2 percent which still has Serious
distance with Legal Obligations of Forth and Fifth
Development Plans and general policies
issued by the Supreme Leader to
Provide 3 and 4 Percent of GDP Share for Research," Ghare Yazi added.
At the end, ATF supreme council Secretary
of the Agriculture, Water and Natural Resources Commission demanded an
investigation in this issue by Islamic Copulatives Assembly and said that as
notification of general policies is of authorities of the Supreme Leader that
are the most important documents after Constitution Law in Iran, any violation
of these policies in rules and regulations of Islamic Copulatives Assembly
should be prevented.
